Loki is serving his sentence for the murder of his father, the beloved King Harald of Elbaf. From the moment Loki was born, the Giants endured his mischief, but things took a darker turn when he killed King Harald.
Loki’s meeting with Luffy is particularly intriguing, especially since Luffy doesn’t seem to mind being around the giant. In fact, he even rests on top of him while Loki mispronounces his name—something Luffy often does with others.
What stands out most from their interaction is how Luffy, despite being his usual clueless self, doesn’t sense any malice from the banished prince, contrary to how the rest of Elbaf’s giants perceive him.
At this point, the manga has shown us enough to confirm that Loki isn’t evil. He embodies the mindset of a brave and honorable warrior from Elbaf and even mourns the death of an underworld monster.

This character design also bears a resemblance to some aspects of Norse mythology, in which Loki, the God of Mischief, is usually misconstrued. His acts of mischief are interpreted in the wrong light. Oda-sensei may be drawing inspiration from this mythology and hinting at a groundbreaking revelation about the true nature of Elbaf.
The World Government probably murdered King Harald, framing Prince Loki for the crime as well as wrongfully giving the latter a false sentence all this time.
Loki needs to be freed, and it’s likely the Straw Hats will be the ones to do so. While the true nature of his Devil Fruit hasn’t been revealed yet, we may learn more if Loki takes action soon.
