At the Godzilla Fest Osaka held three days ago on 28th April, the director was asked, “Is the black birthmark on Minami Hamabe’s neck a Godzilla cell?” To this, he replied (via Sponichi), “Yes.” 

According a fan, it seems like Noriko’s survival and the mark on her neck might set her up to become the only person who can talk to Godzilla with her mind.
