The fundamentals of the Rasengan may sound quite straightforward, but upon mastering it, one can unleash devastating blows against their opponents. Essentially, it is a powerful A-rank offensive ninjutsu in Naruto, formed by concentrating chakra into one’s palm and shaping it into a spinning sphere of pure energy.
As a matter of fact, there’s even a rich history behind how this ninjutsu came to be in Naruto’s power system. Over generations, the Rasengan’s power scaling has continued to push beyond its limits, and it is still evolving in the Boruto anime. Now, based on overall strength, combat feats, and mastery of this ninjutsu, here we’ve ranked every Rasengan user in the series introduced so far. So, let’s check them all out.
9. Hiruko Has the Fewest Impressive Rasengan Feats

Even as the main antagonist of Naruto Shippūden the Movie: The Will of Fire, Hiruko remains at the bottom of the list when it comes to Rasengan feats alone. As a rogue ninja from Konohagakure, he was certainly a formidable opponent. There’s no doubt about that. However, he has the least impressive feats among every known Rasengan user. While he was shown to be capable of using the technique, he never demonstrated it on a level comparable to the other entries on this list.
8. Kakashi Focused on His Own Lightning Blade Instead

If this list were based on overall strength, Kakashi would have easily ranked much higher than several other entries. However, when it comes to Rasengan usage, he doesn’t really shine as brightly. Despite learning the technique directly from Minato, it was never his signature move. Instead, he chose to perfect the Lightning Blade, leaving his Rasengan in the shadows. Still, considering how powerful Kakashi is overall, along with his vast experience and exceptional combat abilities, he manages to secure the 8th spot on this list.
7. Konohamaru Sarutobi Couldn’t Live Up to the Expectations

Unlike Hiruko or Kakashi, Konohamaru deserves at least some credit. Although he also doesn’t have many impressive feats with the Rasengan, he mastered the technique at a young age and continued to improve it throughout adulthood. However, due to his lack of canon feats, we had to rank Konohamaru only 7th on this list.
6. Jiraiya Elevated the Rasengan With His Immense Chakra

Jiraiya is inarguably one of the most prominent users of the Rasengan. The way he combined Sage Mode with the technique is simply awe-inspiring. Because of that, Jiraiya established himself as one of the strongest characters in the early Naruto arcs. As one of the Legendary Sannin, he could use his immense chakra reserves to amplify the Rasengan’s power. Even though he never created any advanced variants of the technique, Jiraiya remains strong enough to earn the 6th spot on this list.
5. Koji Kashin Is Essentially An Upgraded Version of Jiraiya

Although Koji is a clone of Jiraiya, his canon feats clearly prove just how much stronger he is than his predecessor. In many ways, he feels like an upgraded version of Jiraiya. This was made possible by the later Naruto arcs, which introduced the concept of scientific enhancements. Thanks to those enhancements, Koji is stronger while retaining Jiraiya’s fighting style and Sage Mode. Naturally, his Rasengan is also more powerful, which is why he deserves to be placed in the top 5.
4. Boruto Contributed Much to Expand Rasengan’s Power

What else would you expect from Naruto’s own son? Of course, Boruto would become just as capable of using the Rasengan as his father. In fact, he even developed several advanced variants of the technique, such as the Vanishing Rasengan, Compression Rasengan, and the incredibly powerful Rasengan Uzuhiko. Each of them serves a unique purpose in battle. However, his relative lack of experience is the main reason we had to place him only at 4th. That said, given enough time, Boruto certainly has the potential to surpass even Naruto himself.
3. Minato Namikaze Is the One Who Invented Rasengan

This is one such example where mastering the basics allows you to overpower others. By that philosophy, Minato is arguably stronger than Boruto. While he didn’t create any Rasengan variants, he was, after all, the creator of the technique itself. So, not only did he have complete mastery over the Rasengan, but he also possessed unmatched speed, flawless precision, and genius-level tactical ability. His Flying Raijin Technique, in particular, made landing a Rasengan almost unavoidable. That’s why he deserves to be in the top 3.
2. Momoshiki’s Raw Rasengan Output Is Extremely Scary

Momoshiki is a complete wild card entry on this list, and also in Naruto’s worldbuilding. Introduced as a major antagonist in Boruto, he represented the biggest threat the series had ever seen at that moment. With his enormous chakra reserves, he can produce destructive red Rasengans capable of leveling entire battlefields. Pair that with his Ōtsutsuki physiology, and it’s game over. However, he ranks second because Naruto’s overall mastery of the Rasengan is simply on another level.
1. Naruto Has Proven to Be the Greatest Rasengan User
Naruto is unquestionably the greatest Rasengan user in the franchise. He is the one who came up with most variants of the technique and took the Rasengan to a whole new level. He developed techniques like the Giant Rasengan, Rasenshuriken, Planetary Rasengan, Tailed Beast Rasenshuriken, Lava Release Rasenshuriken, Magnet Release Rasengan, and many more. He managed to combine the Rasengan with Kurama’s chakra and his Six Paths power. Thus, there shouldn’t be any doubt as to who is the strongest in a Rasengan vs. Rasengan-only fight.

Therefore, we didn’t think it would be fair to include her in a ranking exclusively of Rasengan users from the Naruto series.
