Why are Zoan awakenings so rare in One Piece?
Zoan type Devil Fruits allow its user to transform into a creature, either from the present times, ancient, or mythology. Zoans can be classified into three subtypes: Regular, Ancient, and Mythical, depending on the type. Mythical Zoan Devil Fruits are even rarer than Logia types, and it is even more difficult to awaken a Zoan type Devil Fruit. Interestingly, some One Piece characters have been able to pull it off!

There is one crucial factor that must be considered to understand why Zoan-type awakenings are uncommon. The recently released information indicates that devil fruits of the Zoan kind have a mind of their own.

The jailer creatures possessed devil fruits similar to those found in Zoan, but they were unable to change between human and animal form. They were unable to change back to human form and were stuck in that form permanently.
The reason behind their unique problem is self-explanatory. Their personalities were overtaken by the devil fruit’s will as a result of using their demon fruit awakening. The Impel Down jailers are considered failed Zoan awakenings since they are unable to control their devil fruits.
Monkey D. Luffy, Rob Lucci, Yamato, and Kaido are the only known possessors of the Zoan type Devil Fruit ability.
